Dr. Ingram is vice president and executive director of the Education Policy and Data Center at the Academy for Educational Development. Before joining AED, he was executive director of the Basic Education Coalition and Deputy Assistant Administrator of the United States Agency for International Development. Dr. Ingram is a specialist in education advocacy and in education policy and governance. He has a Ph.D. from the University of Michigan with a concentration in international economics & development and foreign policy. Dr. Ingram serves on the Board of Trustees of the Eurasia Foundation.
